A gentle way to grow language is to turn one useful word into a small two-word model.

If the child says or points to 'ball,' you can model 'red ball' or 'my ball.' If the child uses 'water,' you can model 'want water' or 'cold water.' Small expansions are often easier than big sentence demands.
